On April 17th, ANATEL released a new Act No. 5155, which sets out testing requirements for mobile phone chargers. This new law will come into effect on October 14, 2024, replacing Act 5159.

The following are the main changes in the new Act 5155:

1. Electrostatic discharge (ESD) level of car chargers

According to the new bill, the ESD requirements for car chargers have been improved. Specifically, ESD must now comply with the requirements of ISO 10605/2008, item 8.3, with the contact discharge level set to 6kV (2/4kV removed) and the air discharge level set to 8kV (4/6kV removed).

2. Streamlined surge and transient immunity testing

For car chargers, according to ISO 7637-2/2004, surge and transient immunity testing now only needs to be applied to pulses 2a, 3a, and 3b, removing the requirement for pulse 2b.

3. Security testing of wall mounted adapters

The new regulations stipulate that 22 adapter samples are required for safety testing to ensure a stable evaluation process.

4. Dimensional testing of wall mounted adapter plugs

Effective from January 1, 2025, adapters must demonstrate compliance with the size specifications of item 9.1 of the ABNT NBR NM 60884-1/2010 standard (plugs and sockets for household and similar use) and Annex A of the ABNT NBR 14136/2012 standard (plugs and sockets for household and similar use with 20A/250V AC current). If the manufacturer wishes to have tested using Act 5155, this size requirement will apply to chargers approved before January 1, 2025.

5. New mechanical, electrical, and thermal stress testing for wall adapters

Perform 1000 cycles of connection and disconnection to check for any degradation that may affect safety or hinder its subsequent use. After the connection/disconnection cycles, withstand a voltage of 2000V to check for leakage current. The charger must be able to withstand mechanical tests such as free fall, impact, compression, traction, and wear tests without any deterioration that endangers safety.

On October 14th, all wall adapters used for mobile phones must update their CoC to the new Act 5155 and undergo new security testing. According to Act No. 5159, vehicle chargers do not require repeated testing during the update period.
