Technical Requirements for Compliance Assessment of Act 7971 IPv6 Protocol:
The Brazilian National Telecommunications Association (ANATEL) issued Act No. 7971 in July, setting technical requirements for the IPv6 protocol in telecommunications equipment.
The bill shall come into effect from the date of its publication on Anatel's electronic service announcement (July 6, 2023), and the application of its attachments shall be mandatory from January 8, 2024.
Among them, Act 7971 regulations clearly specify the technical requirements that devices with WWAN modules and specific interfaces such as xDSL interface, xPON interface, or DOCSIS must meet.
The main requirements are as follows:
Products that only use 3G technology must meet the technical requirements of ETSI TS 102 514 and RFC 8200;
Products that require 3G and 4G technology must meet the technical requirements of 3GPP TS 36.523-1, ETSI TS 102 514, and RFC 8200;
Products that only use 2G technology do not need to meet IPv6 technical requirements;
Devices that require xDSL interface, xPON interface, or DOCSIS interface must meet the technical requirements of RFC 7084: 2013;
For devices using certified WWAN modules, if their IPv6 protocol is fully implemented in the WWAN module, as long as they undergo IPv6 protocol verification or RFC 8200 testing, and provide a declaration letter from the WWAN module manufacturer that the IPv6 protocol has been fully implemented in the module, the entire machine meets the IPV6 requirements; If its IPv6 protocol is fully or partially implemented in the entire product (software or firmware), the entire machine needs to undergo all IPv6 testing.
Technical requirements for compliance assessment of Act 9281 smart TV box:
On July 13, Brazil ANATEL issued Act No. 9281 (July 5, 2023), which is a new technical requirement for evaluating the compliance of smart TV boxes. This bill shall come into effect from the date of its promulgation and shall be enforced from September 11, 2023.
The purpose is to curb the spread of devices aimed at pirated audiovisual works, which pose a threat to the security of users and telecommunications networks.
The new evaluation method includes the following checks:
Any software or application that is installed by default in the non-standard devices or software list published or recognized by Anatel on the product;
There are any software, applications, functions, or instructions in the product that indicate infringement of the copyright of audio-visual content;
If the device provides facilities to change its operating system characteristics (root mode), or allows the installation of unauthenticated third-party applications in the official store, thereby facilitating the installation of pirated applications by ordinary users;
Is there any information or instructions regarding the use, update, or installation of software or applications that illegally obtain audiovisual content in the product manual or any other documents related to the device on the website of the manufacturer or its national representative.
