Interpretation | Brazil officially implements unified technical regulations for LED lamps and lighting electrical products

The Brazilian National Institute of Metrology, Standardization and Industrial Quality (INMETRO) issued new regulation No. 231/2026 on May 5, 2026, replacing the original regulation No. 69/2022, which significantly updates the technical quality specifications for LED lamps and luminaires.

Expansion of regulatory boundaries
The new regulations significantly expand the product coverage, not only covering traditional indoor lighting, but also officially incorporating outdoor LED lighting into the mandatory regulatory framework.

Precision exemption mechanism
For specific application scenarios, the new regulations have established a clear "whitelist". The following products do not need to comply with the new regulations:
Industrial and special fields: Explosion proof, medical, veterinary, nuclear medicine, agriculture/horticulture, aerospace/aviation, transportation (land, sea, and air), stage art, and lighting for film and television production.
Technical and functional limitations: UV/ozone generating lamps, battery powered portable lamps, photovoltaic off grid/grid connected lamps, ultra-low voltage LED light strips, OLED products.
Decoration and consumption category: holiday decorative lights (such as Christmas lights), empty lighting fixtures without light sources, lighting fixtures subject to other INMETRO regulations, and outdoor lighting fixed on public utility poles.

Upgrading key performance indicators
Power factor (PF): The new regulations have filled the gap by requiring that the PF value of products ranging from 2W to 5W must reach 0.4 or above, filling the previous regulatory gap of unconstrained low-power products.
Light quality assessment: Mandatory introduction of flicker testing. The product must comply with the Pst (IEC TR 61547-1:2020) and SVM (IEC TR 63158:2018) evaluation criteria.
Standard update: The testing process is fully iterated. The photoelectric performance shall refer to ANSI/IES LM-79-24, and the color temperature determination shall comply with ANSI/IES C78.377:2024, and the latest LM-80-21 LED life test report must be provided.

Energy Efficiency Labeling (ENCE) and Market Compliance
Digital traceability: The ENCE tag must integrate a scannable QR code and be directly connected to the INMETRO official database for verification.
Usage statement: The main front of the packaging must be clearly labeled with "Luminaire intended for general use" or "Luminaire intended for decorative use".

Transition period management (important time nodes)
INMETRO has adopted a "segmented" compliance strategy:
Production and Import End: Enjoy an 18 month transition period (until November 5, 2027), before which production or import of products that comply with the old regulations (No. 69) is still allowed.
Sales distribution end: Provide a buffer period of 48 months (until May 5, 2030). Once the deadline is exceeded, the market will completely prohibit the circulation of old standard products, and all products must be mandatory to affix the new version of the ENCE label. The original Decree No. 69/2022 will be declared abolished at that time.

The regulation will come into effect immediately after its release and will be transitioned in stages. The transition period for manufacturers and importers is 18 months (until November 5, 2027), during which they can still produce and import related products in accordance with the old regulation Order No. 69; The transition period for dealers and market circulation ends at 48 months (until May 5, 2030). After the end of this transition period, products that comply with old regulations cannot be sold in the market, and ENCE energy efficiency labels need to be affixed to product packaging. At the same time, the old regulation Order No. 69 is officially abolished.
