UK proposes stricter packaging rules for electronic cigarettes

On July 10, 2026, the UK launched a 12 week nationwide consultation aimed at introducing restrictions on regular packaging and taste description rules. The proposed regulations in this consultation are derived from the powers under the Tobacco and Electronic Cigarette Act 2026, which was granted royal assent on April 29th.
This consultation includes proposals to reduce the appeal of electronic cigarettes to children and adolescents, including white packaging, restrictions on text colors, images, and brands, taste descriptions, and standardized product information.
This move follows the ban on disposable electronic cigarettes implemented on June 1, 2025, and follows several subsequent measures, including
October 1, 2026: Introduction of Electronic Cigarette Product Tax
October 29, 2026: Future ban on vending machines selling electronic cigarettes and their free distribution
June 1, 2027: Stop electronic cigarette advertising and sponsorship
This consultation seeks opinions on proposals for electronic cigarettes and nicotine products, including:
Only available in pure white packaging, with restrictions on text color, images, limited brand identification, and standardized safety information
Limit taste names to a single, easily recognizable description (such as "apple"), prohibit the use of conceptual and sensory names, as well as names related to candy, desserts, and alcohol
Mandatory electronic cigarette device manufacturers to divide them into white, black, or gray, without images, restrict brand identification, prohibit the use of decorative lights, and display only safety information (such as battery level) on the screen
Restricting store displays like restricting tobacco products
Further measures in the tobacco product proposal include:
Covering the existing requirements for simple packaging and health warnings of cigarettes to all tobacco products, herbal smoking products, cigarette paper, and heating tobacco equipment;
Add smoking cessation advice information on cigarettes, hand rolled cigarettes, herbal smoking products, and heated tobacco equipment;
The scope of tobacco display restrictions has been expanded to include all tobacco related products, cigarette paper, and herbal smoking products;
Cancel the display exemption for bulk tobacco sales venues such as duty-free shops and airports, and implement control over tobacco display in the aforementioned areas;
The appearance of tobacco heating equipment follows a unified standard: it adopts a dark brown shell, prohibits image matching, restricts brand identification, and prohibits decorative lighting; The screen is limited to displaying safety information such as battery level.
