With the booming development of cross-border e-commerce, more and more Chinese toy companies are turning their attention to the North American market. CPC certification is an unavoidable threshold for successfully entering the US market or selling children's toys on platforms such as Amazon. Today, from the professional perspective of a third-party testing laboratory, we will provide a detailed breakdown of the testing standards and core testing content for CPC certification.


 

1、 What is CPC certification?

The full name of CPC is Children's Product Certificate, which is a mandatory compliance document required by the US Consumer Product Safety Commission (CPSC). All toy products designed and used for children aged 12 and under, including building blocks, dolls, plush toys, electric toys, puzzles, etc., must pass third-party laboratory testing recognized by CPSC and issue CPC certificates. Simply put, the CPC certificate is not issued by an official agency, but rather a compliance declaration document issued by the manufacturer or importer based on third-party laboratory testing results.


 

2、 Core testing standard basis

The CPC test for children's toys must meet the following core standards simultaneously:


 

CPSIA (Consumer Product Safety Improvement Act): primarily controls hazardous chemicals (such as lead, phthalates) and labeling in toys

ASTM F963-23: US Toy Safety Core Standard, fully effective from April 20, 2024, replacing the old version of ASTM F963-17


 

Electric toys also need to comply with UL 4200A or 16 CFR Part 1505 electrical safety standards.


 

3、 Four core testing sections

1. Physical and mechanical safety testing - anti suffocation, anti scratch


 

This is the most fundamental and important aspect of the CPC test, simulating scenarios where children use it normally and engage in violent play.


 

① Small parts testing: the "top priority" for toys for children under 3 years old. Using a standard test cylinder with a diameter of 31.75mm, any detachable component that can be fully inserted is considered unqualified. The small parts such as eyes and buttons on toys must be able to withstand a tensile force of 90N without falling off.


 

② Sharp edge and sharp edge testing: The surface and edges of the toy must not have dangerous sharp points or edges.


 

③ Abuse test: Drop 6 times from a height of 91cm, pull the seam with 50 pounds of force, simulate children's behaviors such as falling, smashing, biting, and pulling.


 

④ Special Toy Project: Ringing toys require testing for weight and structure; The kinetic energy of the catapult toy shall not exceed 0.08J; the length of the rope used by children under 18 months old shall not exceed 22cm.


 

2. Chemical safety testing - reject 'toxic toys'


 

① Lead content test: The lead content on the surface coating of toys is ≤ 90ppm, and the substrate (plastic, metal, etc.) is ≤ 100ppm. Lead is a highly toxic substance, and the United States has zero tolerance for lead content regulation.


 

② Phthalate testing: Currently, the United States generally requires 8P (adding DIBP, DPENP, etc. on the basis of the original 6P), with each content ≤ 0.1%. Soft plastic toys (such as dental glue) are the focus of testing.


 

③ Other harmful substances: Fabric toys with formaldehyde emissions ≤ 30ppm, wooden toys need to be tested for wood flammability and hygiene safety.


 

3. Combustion performance testing - fire hazards


 

Mainly targeting materials such as plush toys and textile toys, the flame propagation speed is required to be ≤ 75mm/s. Textiles must also comply with the flammability requirements of 16 CFR Part 1610 for textiles.


 

4. Electrical safety testing - for electric toys


 

Including circuit short-circuit protection, battery compartment safety (requires tools to open), motor overheating protection (continuous operation for 1 hour without overheating), etc. Toys with sound generation function also need to meet the sound pressure level test (handheld toys ≤ 85dB).


 

4、 Key testing points for different categories of toys

Plastic toys: Key testing for lead, phthalates BPA、 Small parts, sharp edges

Plush toys: focus on testing combustion performance, formaldehyde, azo dyes, seam strength, and small part fixity

Electric toys: Key tests for electrical safety, sound pressure level, and hazardous chemicals

Wooden toys: Key testing for lead (coating), sharp edges, abuse performance, flammability

6、 Certification process and cycle

Select a CPSC accredited laboratory → send samples (3-5 pieces, including packaging and accessories) → test according to ASTM F963+CPSIA → issue test report → issue CPC certificate. The testing cycle usually takes 5-7 working days (can be expedited to 3-5 days).
