Prologue
Compliance is not a cost, it's a sea ticket
The EU's new battery regulation (EU 2023/1542) has entered the substantive promotion stage. Carbon footprint declaration, digital battery passport, supply chain due diligence - if any of them do not meet the standards, the product cannot enter the EU market.
This is not something for the future, it is something happening right now.
Recently, the senior technical team of Luxshare Testing was invited to visit the client's company and conducted a half day in-depth customized training in the large report hall on the first floor: special interpretation of the EU new battery regulation EU 2023/1542+full process disassembly of fan product certification. General Manager Qiang from the Customer Management Department participated throughout the entire process and delivered an opening speech. All core business lines such as the Marketing Center, R&D Center, Supply Chain Center, and Manufacturing Center were present, and there were no empty seats on site.
Part 02
Training content
This training covered everything from old directives to new regulations
The training will be conducted in sections and layers, without general discussions or empty talk, and will directly focus on practical business operations:
New EU Battery Regulations
Dong Yu, the battery technology manager of Lixun Testing Group, provided a training and explanation course on the new EU battery regulations. The core content is summarized as follows:
① Traceability of regulatory background
Starting from the blind spots in the control of the old Battery Directive 2006/66/EC, we will outline the logic behind the introduction of new regulations as supporting regulations for the European Green New Deal and Circular Economy Action Plan. Starting from August 18, 2024, batteries without the CE mark will be completely prohibited from being sold in the EU market.
② Core clause disassembly
Decompose the scope of application, limit requirements, and effective dates one by one around key clauses such as material restrictions, carbon footprint, labeling, battery health status parameters, and replaceability. The coverage categories range from portable batteries to LMT batteries, EV batteries, industrial batteries, etc.
③ Full process obligation sorting
From the compliance assessment process, CE marking standards, due diligence obligations of high turnover operators, to the full chain requirements of waste battery recycling management, we break down step by step. Based on the actual business scenarios of the customers, they will be addressed separately——

Fan standard certification
Cai Xiaorui, Senior Manager of Home Appliances at Luxshare Testing Group, served as the keynote speaker and conducted a special training on fan standards and product certification. The main content of the training was:
① Fan standards: Interpret the key points of standard updates, familiarize yourself with standards, and help customers better upgrade. At the same time, starting from standards, we provide technical support and suggestions for customer product development,
② Market analysis: Based on customer products, interpret market trends, adapt standards to market updates, analyze product market issues from a certification perspective, so that customers can establish a solid foundation, cope with market risks, and better expand the market.
③ Global Certification: Based on customer needs, explain the requirements and precautions for certification around the world, and provide advice and preparation for the global certification development of customers.
Part 03
Interactive Session
During the interactive session of the training, each team takes turns asking questions based on the regulatory doubts and certification difficulties encountered in daily business. The problems are all very real:
In what scenarios is the battery detachable solution compliant and what scenarios does it not pass?
How to implement the carbon footprint accounting method? How to collect data?
How to connect the waste battery recycling system with the existing logistics chain of enterprises?
What are the precautions for fan products with batteries in the EU market?
The relevant content of GCC certification for the seven Gulf countries.
The Lixun engineering team responded one by one based on regulatory provisions and actual industry cases, and the discussion on site continued until halftime without stopping.
Part 04
In depth discussion
