Energy Efficiency Certification

Saudi Arabia SASO 2870 Energy Efficiency Certification, CE-ERP Certification, DLC Certification, DOE Certification, VEET Certification, GEMS Certification, IPART Certification, MEPS Certification, LM-80 Testing

1. Saudi Arabia SASO 2870 Energy Efficiency Certification

Full name: "Energy Efficiency, Functionality, and Labeling Requirements for Lighting Products Part 1" (SASO 2870:2018)
Implementation time: Mandatory implementation on May 1, 2016, expanded to products with luminous flux>12000 lumens from April 1, 2019
Applicable products: Directional/non directional light sources with a luminous flux of 60-12000 lumens (LED bulbs, halogen lamps, self ballasted fluorescent lamps)
Core requirements:

Energy Efficiency Level: A-G Level 7 (determined through actual testing)
Luminous maintenance rate: 6000 hours ≥ 80%
Color rendering index (Ra): ≥ 80
Power factor (PF): 5W-25W Product ≥ 0.7
Hazardous substances: Compliant with RoHS limits (Pb, Cd, Cr ⁶⁺, etc.)

Certification process: Sample inspection → Energy efficiency registration (SASO official website) → Application for Shipment Certification (SABER platform)
Authoritative organization: Saudi Standards Organization (SASO)
Note: Not applicable to complete lighting fixtures (SASO 2902 required), controllers, solar street lights

2. EU CE-ERP certification

Full name: Energy Related Products Directive (ErP Directive, (EU) 2009/125/EC)
Latest Directive: (EU) 2023/826 (enforced on May 9, 2025)
Applicable products: induction cookers, external power supplies, wireless chargers, USB-C data cables, etc
Core requirements:

Thermal efficiency ≥ 85% (induction cooker)
Standby power consumption ≤ 0.50W (including networking mode)
Energy efficiency label: A-G level, requiring labeling of kWh/1000h
The USB-C interface must be pluggable and support USB PD protocol
Compliance process:

Laboratory testing (EN 60350-2, EN 50564)
Technical document preparation (circuit diagram, instruction manual, EC declaration of conformity)
EPREL database registration (requires EU authorized representative)
Add CE mark and new energy efficiency label

Authoritative institutions: European Commission ECHA
Note: The old regulation (EU) 1275/2008 will expire after 2025 and only new regulation reports will be accepted

3. DLC certification (Design Lights Consortium)

Nature: North American commercial lighting voluntary and efficient certification, widely recognized by utility companies
Applicable products: LED lighting fixtures (AC power supply), outdoor/indoor lighting, dimmable products
Technical Requirements (DLC 5.1):

Light efficiency: standard level ≥ 100 lm/W, advanced level ≥ 120 lm/W
Color rendering index (CRI): indoor ≥ 80, outdoor ≥ 65
Power factor (PF): ≥ 0.9
Total harmonic distortion (THD): ≤ 20%
Dimming ability: Advanced level requires support for continuous dimming below 10%

Test standards: LM-79 (photoelectric performance), ISTMT (thermal management), LM-80 (lifespan)
Application process: Sample testing → Report submission to DLC official website → Review → Payment → Inclusion in official product list
Relationship with DOE: mutually exclusive, DLC products are not included in the Energy Star catalog, but both rely on LM-80 data

4. DOE Energy Star Certification (USA)

Nature: Voluntary energy efficiency certification jointly promoted by the US Environmental Protection Agency (EPA) and the Department of Energy (DOE)
Applicable products: lighting, home appliances, office equipment, building systems, heat pump water heaters, and more than 30 categories
Core requirements:

Light efficiency CRI、PF、 Strobe, noise, startup time
LED lighting fixtures require an LM-80 report (over 6000 hours)
Household product PF ≥ 0.7, commercial product PF ≥ 0.9

Certification advantage: high consumer trust, eligible for subsidies from public utility companies
Official List: ENERGY STAR Certified Products
Note: DOE does not conduct direct testing and authorizes third-party laboratories to perform it. The results will be reviewed by EPA

5. VEET certification (Australia)

Full name: Victorian Energy Efficiency Target
Nature: Non certified, is an energy efficiency trading mechanism in Victoria state
Operation mode:

Enterprises obtain Energy Efficiency Certificates (VEEC) by implementing energy-saving projects such as replacing LEDs and installing intelligent temperature controls
Certificates can be traded to energy retailers who need to achieve emission reduction targets

Relationship with GEMS: Complementary System - GEMS sets "minimum standards", VEET provides "economic incentives"
Target audience: Enterprises, energy retailers, energy-saving service companies (ESCOs)
Authoritative Institution: Energy Department of the Victorian State Government

6. GEMS certification (Australia/New Zealand)

Full name: Greenhouse and Energy Minimum Standards
Nature: Mandatory energy efficiency certification, fully replacing MEPS from October 1, 2012
Applicable products: air conditioners, refrigerators, washing machines, dryers, dishwashers, external power sources, televisions, motors, transformers, etc
Registration requirements:

The applicant must be a locally registered company in Australia or New Zealand
The test report must come from an ISO 17025 accredited laboratory
Registration fee: 440-870 AUD/model, valid for 5 years

Regulatory mechanism: GEMS Regulator conducts' Check Testing 'to spot check market products
Authoritative Institution: GEMS Regulator, the Australian Energy Efficiency Regulatory Authority

7. IPART certification

Full name: Independent Pricing and Regulatory Tribunal of New South Wales
Nature: Non certification body, only policy and electricity price regulatory agency
Function:

Set prices for electricity, gas, and water
Approve energy efficiency subsidy policies
Supervise the fairness of the energy market

Related to energy efficiency certification: not directly related, no certification or testing license issued
Note: Often mistaken for energy efficiency regulators, but actually economic policy makers

8. MEPS certification (Australia/New Zealand)

Full name: Minimum Energy Performance Standards
Status: Abolished, fully replaced by GEMS from October 1, 2012
Historical scope: Previously covered refrigerators, air conditioners, washing machines, fluorescent lamps, external power sources, etc
Current significance: For historical reference only, the GEMS standard follows the original MEPS testing method (such as AS/NZS 4474.2)
Important Notice: Any product claiming to be "MEPS certified" does not comply with current Australian regulations

9. LM-80 testing

Full name: IESNA LM-80-20 (LED Light Source Luminous Flux Maintenance Test Method)
Developing organization: American Institute of Lighting Engineers (IESNA)
Test content:

Drive LED chips at rated current in environments of 55 ℃, 75 ℃, and 85 ℃
Continuous operation for ≥ 6000 hours (recommended 10000 hours)
Record the attenuation curve of luminous flux and calculate L70 (the time it takes for the light to decay to 70%)
Association authentication:

Mandatory input: DLC, DOE Energy Star SASO 2870
Supporting standards: IES TM-21 (life prediction) IEC 62612

Key role: Used to verify the scientific basis for the claimed lifespan (such as 25000 hours) of LED products
Test report: must be issued by a qualified laboratory and cannot be self declared
