The critical node has arrived! The air and sea freight identification certificate and MSDS update channel for lithium batteries, sodium batteries, and battery containing products (mobile power banks, energy storage power supplies, etc.) for the year 2026 has been officially opened. The number of certificate renewal cases at the end of the year has surged. Starting from November 1st, you can queue up to submit materials, and by the end of December, you can receive a valid appraisal certificate for 2026. 1、 Core New Regulations for 2026: Essential Changes to Air and Sea Freight Appraisal Certificates

1. Mandatory upgrade of international rules

-Air freight basis update: Fully implement the IATA Dangerous Goods Regulations 67th edition (effective January 1, 2026), further strengthen battery safety control.

-The implementation of maritime regulations: The IMDG Code 42-24 amendment has officially come into effect, and the classification and transportation requirements for lithium batteries and sodium batteries have been restructured.

2. Lithium batteries: rigid constraints from "suggestion" to "mandatory"

State of Charge (SOC) Hard Indicator: Starting from January 1, 2026, when transporting lithium batteries and battery packs with a capacity greater than 100Wh, the SOC must be ≤ 30%.

If a lithium battery powered vehicle (UN3556) has a battery rated watt hour exceeding 100Wh, it must also meet SOC ≤ 30% or display power ≤ 25%. Violation will face the risk of air route embargo.

New requirements for packaging testing: Air freight packaging must pass a 3-meter stacking test (no damage or leakage within 24 hours), and an additional third-party stacking inspection certificate must be provided when applying for an air freight appraisal certificate.

UN number adjustment: Lithium battery powered vehicles have discontinued UN3171 and are now using UN3556 (lithium-ion)/UN3557 (lithium metal) uniformly, with no transition period.

3. Sodium batteries: officially included in specifications, with clear requirements

Exclusive UN number: UN3551 for individual transportation, UN3552 for transportation with equipment/built-in, and UN2795 for substances containing alkaline electrolytes (Class 8 corrosive substances).

Core requirements for identification: All 12 tests (including needle puncture and compression tests) of UN38.3 must be passed, but SOC restrictions and 3-meter stacking tests can be exempted.

Exemption conditions: Sodium batteries with a watt hour of ≤ 20Wh and sodium battery packs with a watt hour of ≤ 100Wh can be transported as general cargo in accordance with special regulations 188.

 

 

2、 Key Points for Handling Appraisal Certificates and Shipping Compliance

1. Essential Material List

Basic documents: MSDS report, UN38.3 test report (required for both lithium and sodium batteries).

Special materials: Lithium batteries require a 3-meter stacking test report; Sodium batteries require additional electrolyte composition instructions and quality management system certification.

Transportation certificate: Submit the air/sea freight appraisal certificate according to the transportation method, and the two cannot be used interchangeably.

2. High risk violation scenario warning

Under the clause 966 (966 shipment represents the shipment of lithium batteries and product equipment together, but not installed on the product equipment), when the battery and equipment are shipped together, the SOC exceeds 30%;

Lithium battery containers are not equipped with real-time temperature sensors or mixed with flammable liquids or oxidants;

The sodium battery did not declare the UN number correctly according to the electrolyte type.

3、 Important Notice

We have entered the peak period for handling appraisal certificates, and logistics and testing agencies are facing tight schedules. To avoid goods being detained at the port and incurring high demurrage fees due to expired documents, it is recommended to immediately organize the shipment plan for 2026 and prioritize completing the procedures for updating the appraisal certificate.
