The "Regulations on the Implementation of the Tobacco Hazards Management Act," issued by the Korean Ministry of Health and Welfare and the Ministry of Food and Drug Safety (MFDS) on October 31, officially took effect on November 1. To safeguard citizens' right to know and protect public health, the regulations require manufacturers to test the content of harmful substances in new tobacco products sold in South Korea.

Manufacturers/importers are required to apply for testing and submit testing reports every two years for harmful substances in cigarettes, cigarettes, and electronic cigarettes sold.

✔ The first public announcement will be made on the MFDS website in mid-2026.

Violation results

Manufacturers who do not comply with regulations will be subject to suspension and recall orders issued by MFDS. They must take measures to recall the products within 5 days from the date of receiving the recall order and submit a recall plan to MFDS.
