In August 2022, WorkSafe issued three notices (gazetted), which were updated as of September 19, 2023, for electrical and electronic equipment intended for supply in New Zealand, with the aim of:
Ensure that testing and certification provided through the Equal Employment and Social Security System includes changes in New Zealand and meets its needs;
Progress in New Zealand's compliance with employment and social security measures;
Enable regulatory systems to provide information or empower consumers who purchase products online.
Starting from January 1, 2023, products approved by the regulatory authorities of New South Wales for Level 3 employment and employment security measures, or products of declared new products in the market. The announcement does not apply to registration with the Equal Employment Services Bureau for Level 1 and Level 2 products.
The existing supplier qualification declaration and test report requirements for declared medium risk items remain unchanged.
If the requirements for Level 3 products are met, these requirements meet the requirements for declaring medium risk items in New Zealand.
The following is an explanation of some of the requirements in the announcement:
Equipment identification
The purpose of the label is to confirm to consumers that the product is safe for use in New Zealand.
Power voltage identification
This notice requires all electrical and electronic equipment sold in New Zealand to indicate the voltage at which it operates safely in New Zealand.
All electrical appliances, including safety devices, must be labeled with two low-voltage power supply voltages used in New Zealand of 230 or 400 volts, or with a voltage range including 230 or 400 volts.
Identification on the product
The registered ESS product must be marked to clearly confirm that it is the product to which the certificate and test report apply. The brand name, manufacturer's name, and/or model of the product do not necessarily need to be used for this purpose, as long as there is traceability between each project, certificate, and test report. Products without identifying manufacturer, brand, or model information are often referred to as white label products.
Certification mark
The notice requires all certified products to have a unique certification mark issued as part of the certification process.
Although regulatory compliance markings are mandatory under the rules of economic and social security measures, this purpose is not recognized in New Zealand.
The unique certification mark should be placed on the product, but if it is not feasible, it can be placed on the packaging or included in the packaging, such as in the manufacturer's manual or manual.
The importer is responsible for ensuring that the product matches the supporting test report. Relying on supplier declaration is not enough.
Testing and certification
Testing and certification must be conducted in accordance with the applicable standards of the product being tested to confirm safety and compliance when provided with a rated voltage of 230 or 400 volts or both.
If applicable standards require testing at the most unfavorable voltage within a range, each test clause must independently determine the most unfavorable voltage. The determination of the most unfavorable voltage must be carried out within the full voltage or full voltage range, and fully documented in the test report for evaluation by the certification authority.
If you fully comply with the applicable standards throughout the entire voltage range, you do not need to repeat all tests at 230 volts.
The declaration of manufacturers and suppliers or any other first party certification shall not be used for certification purposes.
The test report issued by an accredited testing laboratory is a proof of compliance with regulations. In order to accept such an accredited test report, the certification scope of the testing laboratory must cover all test clauses and requirements of applicable standards.
