1. Update of Exemption Provisions in Appendix III to EU RoHS 2.0 Directive
On February 5, 2019, the European Commission issued directives (EU) 2019/169, (EU) 2019/2019/170, (EU) 2019/171, (EU) 2019/171, (EU) 2019/172, (EU) 2019/173, (EU) 2012019/174, (EU) 2012019/175, (EU) 2019/176, (EU) 2019/177, (EU) 2019/178, 2019/178, updating nine items (7 (c) -II, 7 (c) -II, 7 (c) -IV, 8 (b), 15, 18 (EU) 2019/171, 2019/171, (EU) 2019/171, (EU) 2019/171, (EU) 2019/171, (Add an exemption clause in Annex III to RoHS 2.0 Directive (Article 42). The update covers the applications of lead and cadmium in specific materials, including lead in specific dielectric ceramics, solders, phosphor catalysts, printing ink and cadmium in specific electrical contacts and printing ink. This revision subdivides the use of some exemption materials and adds new exemption periods according to subdivision categories. The above directive will come into force 20 days after its issuance. In response to the nine updated provisions, the member states are required to implement the directive formally on March 1, 2020, and the new article 42 will be implemented on July 22, 2019.
The updated terms are as follows:
7 (c) -II
The rated voltage is the lead contained in ceramic dielectrics in capacitors with AC 125 V or DC 250V or more. It is not applicable to the application of Articles 7 (c) - I and 7 (c) - IV of the Appendix. Categories 1-7 and 10 expire on July 21, 2021; Categories 8 and 9 (except for in vitro diagnostic medical equipment and industrial monitoring equipment) expire on July 21, 2021; Categories 8 expire on July 21, 2023. Category 9 industrial monitoring equipment and Category 11 expire on 21 July 2024.
7 (c) -IV
Capacitors in integrated circuits or discrete semiconductors, lead in lead zirconate titanate (PZT) dielectric ceramics. Categories 1-7 and 10 expire on July 21, 2021; Categories 8 and 9 (except in vitro diagnostic medical equipment and industrial monitoring equipment) expire on July 21, 2021; Categories 8 expire on July 21, 2023; Categories 9 and 11 expire on July 21, 2024.
8 (b)
Cadmium and its compounds in electrical contacts. Applicable to Categories 8, 9 and 11. Categories 8 and 9 (except in vitro diagnostic medical equipment and industrial monitoring equipment) expire on July 21, 2021; in category 8, in vitro diagnostic medical equipment expires on July 21, 2023; in category 9, in industrial monitoring equipment and in category 11, expire on July 21, 2024.
8 (b) -I
Cadmium and its compounds in the following electrical contacts:
Circuit breaker;
- Thermosensitive controller;
- Motor thermal protectors other than sealed motor thermal protectors;
- AC switch:
- The rated current 6A and above matching with rated AC voltage 250V or above;
- The rated current 12A and above matched with rated AC voltage 125V or above;
- DC switches with rated current of 20A and above matched with rated DC voltage of 18V or above;
Switches with voltage supply frequency of more than 200 Hz.
Applicable to Categories 1-7 and 10, which expire on July 21, 2021.
Fifteen
Lead in solder for reliable connection between semiconductor chip and carrier in IC flip chip packaging. Applicable to Categories 8, 9 and 11. Categories 8 and 9 (except in vitro diagnostic medical equipment and industrial monitoring equipment) expire on July 21, 2021; in category 8, in vitro diagnostic medical equipment expires on July 21, 2023; in category 9, in industrial monitoring equipment and in category 11, expire on July 21, 2024.
15 (a)
Lead in solders for reliable bonding between semiconductor chips and carriers in flip chip packaging of integrated circuits is applied to at least one of the following conditions:
- 90 nm or larger semiconductor technology nodes;
The individual chip of any semiconductor technology node is 300 mm2 or more.
Stacked chip packages with 300 mm2 or more chips, or 300 mm2 or more silicon intermediate layers.
Applicable to Categories 1-7 and 10, which expire on July 21, 2021.
18 (b)
Lead in phosphorus-containing phosphor catalysts (such as BSP (BaSi2O5: Pb)) in simulated sunlight discharge lamps is less than 1%. Categories 1-7 and 10 expire on July 21, 2021; Categories 8 and 9 (except in vitro diagnostic medical equipment and industrial monitoring equipment) expire on July 21, 2021; Categories 8 expire on July 21, 2023; Categories 9 and 11 expire on July 21, 2024.
18 (b) -I
Lead in phosphorus phosphor catalyst (such as BSP (BaSi2O5: Pb) in discharge lamp of medical optical equipment is less than 1%. Applicable to categories 5 and 8 (except for the application of Article 34 in Appendix IV), which expires on 21 July 2021.
Twenty-one
Lead and cadmium in printing ink on glaze of glass (such as borosilicate glass and soda-lime glass). Applicable to Categories 8, 9 and 11. Categories 8 and 9 (except in vitro diagnostic medical equipment and industrial monitoring equipment) expire on July 21, 2021; in category 8, in vitro diagnostic medical equipment expires on July 21, 2023; in category 9, in industrial monitoring equipment and in category 11, expire on July 21, 2024.
21 (a)
Cadmium in coloured printed glass for filtering in lighting components mounted on display and control panels of electronic and electrical equipment. Applicable to Categories 1-7 and 10 (except for the application of Articles 21 (b) and 39), which expire on 21 July 2021.
21 (b)
Cadmium is used in printing ink on glaze of glass (such as borosilicate glass and soda-lime glass). Applicable to Categories 1-7 and 10 (except for the application of Articles 21 (a) and 39), which expire on 21 July 2021.
21 (c)
Lead used in printing ink on glass-ceramic glaze except borosilicate glass. Applicable to Categories 1-7 and 10, which expire on July 21, 2021.
Twenty-nine
